Ask him out... try not to make him think as if its a date.... Say "hey, theres this cool halloween party you wanna go together, I need a friend to go with?" And during the party you can make your move.... Come out and ask him do you want to go out or I've heard rumors you like me and I honestly like you back, do you want to you know be boyfriend and girlfriend... stuff like that... if he says no, he's not the one for you and he's not worth wasting your life over and if he says yes than he just might be the one and take advantage over the time you have.
