How can I compel the magistrate to rule?

I filed a motion related to parenting time back in November. It's gone through the motion/respond/reply process, and now I am just waiting on a ruling. I called the courthouse to see if I could file a notice to set a hearing, but was told that if the magistrate wants a hearing, she'll set it herself. That was three weeks ago. This magistrate has a history of just sitting on my motions for months on end (I'm pro se). What can I do to motivate her to rule? Surely I have some legal recourse...?
